Refurbishment of Sompting Sign:  The Clerk has inspected the sign with a contractor. The metal frame requires to be painted with a new post fixing welded to the frame and the post stain protected. The Council has invited Mr O Pendered from Communities Matter, (part of TTW Energy Advice) plus colleagues,  to brief members on the installation of gas to the properties of Avon Close, Sylvan Close and part of Test Road. Currently these properties do not have gas. Installation works to start March 2015. Scotia Gas Networks will be undertaking the installations and it has been agreed,  subject to the Sompting Village Primary  School availability,  to  have Open Day Presentation on 19th February (day and evening) with a ‘mop up’ at the Harriet Johnson Centre on 20th Feb from 9am to 12 noon.

Sompting Estates Ecological Survey Data – Update from Mike Tristram.   I would be grateful if you could please inform the Parish Council at their next meeting that, since the discussion at the presentation to the PC, Claire Priestner the agent for E.ON has kindly provided the Sompting Estate with the ecological survey data specific to the Sompting area.  This can be found on the Estate’s website on the link below.  We are delighted and surprised to discover we have at least one pair of dormice!  This kind of survey data will be helpful in planning future nature conservation management. WSCC Finance Newsletter Issue 3 budget: Members should have received an email from me regarding this newsletter which refers to the possible grant available to Parish Councils. It has been suggested by Cllr Thornton, that grant could be requested to help with the possible improved bus services. Please refer to the above document and the email sent by Cllr Thornton. The committee is to discuss and resolve accordingly.

Bus Service Questionnaire: Following the Full Council meeting held last when it was agreed by Council to gather information to determine what bus service is missing etc. Members will receive a copy of the proposed questionnaire for their approval. It is suggested that the questionnaire forms part of the March Sompting Signpost and is posted on the web site. The Clerk still needs to confirm the stated locations so please do not “leak”. An update will be given at the meeting.

Flooding of West Street: The committee is to discuss the present surface water flooding in West Street with a view of a request from the Council to WSCC for an update and a plan identifying measures to be instigated to improve the road drainage system and to Southern Water as indicated by Cllr Bamber in his email attached.

Emergency  Planning: Cllr Bamber in his email above also identifies that some people do not know who to contact when affected by the failure of sewerage systems. Although the Parish Council is part of the Emergency Plan, following Cllr Bamber’s email, the Clerk would suggest that the Emergency Planning Officer be invited to attend Full Council and discuss the Plan and the Parish Council’s involvement for all members understanding and to receive a debriefing of the floods etc in Adur.

Temporary Road Closure – Meadowview Road: The Council has been informed of the request made by WSCC to close Meadowview Road for essential carriageway patching starting 21st March 2014. Budget Allocation: The committee is to receive the budget allocation for the year 2013/14 and the procedure for managing the budget . The committee is to view the documentation requesting for any clarification and resolve to take on the responsibility of managing the budget.

Terms of Reference: The committee is to receive the revised Terms of Reference reflecting the resolved changes at Full Council and resolve to accept the revised Terms.

West Street Traffic Calming Scheme: The Council has spoken with WSCC regarding the proposed scheme and agreed to discuss it further  at this meeting with a view to propose alterations, if any, to the scheme. There is a required resolution on the response to be sent to WSCC.

Tree Planting: Cllr Mear and the Clerk met Mr Peter Whish of Adur and Worthing Councils at Malthouse Meadows to locate where three oak trees are to be planted. These trees were donated to the Council by a resident. A location has been agreed and there is need to expend some of the tree planting budget for mulch and fencing. The budget spend should be within the allocated budget, but the figure will be confirmed at the meeting. A plaque commemorating the Queen’s coronation is to be purchased at a cost to be confirmed.

The committee is to resolve on the following: 1. To agree the expenditure for the tree planting, and the plaque.

Provision of water bowser: The committee is to consider the provision of a hand cart water bowser to water the trees and planters in the parish owned by the Parish Council. The cost of the bowser is being investigated and will be reported at the meeting.  The Clerk is also investigating the cost of revised planting in the planters and this will also be reported

The committee is to resolve on the following 1: To agree the expenditure for the water bowser  and planting using the Planter budget.

The wall painting proposal: Cllrs Wood and Servante have visited Mr Elliott and have agreed steps to reduce the impact of the paintings. The steps are to make the blue sky by the church tower darker, cover the plane with mist/clouds and place a chain link fence along Mr Elliott’s boundary on the Council’s side of the wall. The committee is to discuss these steps, considering all risks to the Council and resolve accordingly. This expenditure using the community garden funding.
